Who is an important community leader to you?

Local residents, including official and unofficial leaders, play an important role during floods. They are good at engaging with wider networks such as government and businesses, to organise resources and services. Locally based people understand issues in their community, have established relationships, and can extend the capacity of services and resources beyond professional capacities.
