People rely on community-level social media sources to share emergency warning messaging. During the 2022 floods, Facebook groups shared information with whole suburbs, locales, and even individual apartment buildings. But social media cannot be the only means to communicate information. This is because some people may have limited or no access to data or power to recharge.
